Server no longer streaming

im not sure how this tool is going to help me, my configs are already setup to stream etc. I just need an admin to re-activate my stuff really. I did try to use the tool and it told me it was an invalid port... -
My server 74.86.91.153:27960 is no longer streaming. The server was down for more than a few days, it has been back up for a few days now, How do I get it back streaming?
