Thats correct. You just need to be the server owner or have permission to put the files on the server and set it to stream. -

Make sure it is set to stream right now and they will activate it when they see it it. -
To unban them you have to edit the pbbans.dat file and delete their bans. As for this superadmin hack I have no idea how to fix it. My guess is maybe he got the admin password...
