anyone help!!!!

i am trying to install pbsvc which just installs pba and pbb. when i go to install the program i get this error i was wondering if there was something i could do to fix this problem i disabled Antivirus and firewall dl the program like 10 times and then went crazy and reformated and still have the same problem
