Static-Sniper

Someone joined my server on Americas Army. He was banned via punkbuster for 5 minutes for File Whitelist Campaign. I have never seen this before and every attempt I've made searching for this online, I haven't found anything that talks about File Whitelist Campaign. I'm curious what this actually is. If anyone has an answer, I'd appreciate it. The pic is below.
