I repurchased the new server and I wanted to add him to streaming but it proves that is banned, whether I have to fold complaints to the firm hosting?

Server ip:85.232.244.11:27965

Why is the server banned, whether is the chance on unban?I would like streamin because I repurchased him on the longer time.
