Black Ops 3 is basically a reboot of Advanced Warfare which didn't have much of a player base for PC. I don't see Black Ops 3 being much different http://steamcharts.com/app/209650

If the player was caught by PB they get kicked but the issue is from when UCON sends a kick command (admin kick) to enforce a ban which is ignored. They left on their own 3 minutes after the kick command was sent. So as I've said in the past, official servers support cheaters.
