It's good to start with Starters Guide and then join PBBans as a Streaming Game Admin. Also read at least Hub Streaming Guide to learn how to setup your server for PBBans. You can find more useful information from PBBans Information Center.

What is your co-location service provider and where is this data center located? It should be easy to check what ip-range they are using for servers hosted on their data center. If your words are really true it's strange coincidence that hostname for ip 95.96.171.47 is including 'dhcp' on it. Maybe someone having admin rights for the forum could check your ip, if you are typing these messages from this so-called dedicated server. -
Bad company 2 tweak guide - is this allowed?

None of these settings give unfair advantage over other players and are coded to be part of the game engine. No need for special tricks to change any of them. It seems that none of these settings modify graphics too heavily and only advantage is to get better performance out of the game. Nothing like modifying texture quality with 3rd party tools.
