kick for cvar violation

I have pbsv.cfg and pbsvuser.cfg set up using the master cfg's from this site. When a cvar violation is detected, it only displays a warning message but does not kick for it.

 

example:

pb_sv_cvar r_lodscalerigid IN 1 2

 

now when I go in the game and set this cvar to 4, I get a warning message but it never kicks me.

 

I am fairly new to this so what am I missing here?

How soon after the first warning should it kick? because it just keeps warning throughout 5, 7 min rounds and no kick.
