Is this a bug or a cheat??

I got this ss from a friend cracked server and if you look at the ss there are no plants and the house in the right is the one close to him, is the one next to the bomb, so u can understand better the house close to him has some advertising and there is nothing there....so if someone could bring me some light it would be awsome...thanks
