Is there a known hack out there that will allow you to re spawn faster or to adjust your spawn time for bf2?

Yes there is a hack for spawn times and even one for spawn locations. I have seen it a couple of times. These hacks are rather hard to detect normally unless you are sitting there ghosting and counting the seconds before he spawns.

Will PB streaming detect this and ban them?

Not all cheats are detected by PB, but setting your server up to stream will insure your your server is as cheat free as possible.
