I agree with BuLL on this, also name hacks are common in BF2.

You have added a server IP with the wrong port - 46.252.147.75:47200 (47200 is the rcon port). I have added the right server IP and port - 46.252.147.75:25200 (25200 is the game port). You are streaming now.

We can't do much about this, your server is not streaming here. If you are interested, sign up here: http://www.pbbans.com/streaming-application.html If there is evidence of hacking as you describe, he would be banned from every streaming server, but the player can still play on other servers. PBBans doesn't block accounts, that's the job of EA.
