Yes it can happen. Many Internet Service Providers deploy NAT and support many customers behind a single IP address to deal with IP address depletion or the small allocation they may have. Quote

If someone in my clan was local to me and using the same ISP - there is a chance that they would get the same IP as me eventually - this would cause our GUIDs to be linked in the MPI. Quote
