Yes it can happen. Many Internet Service Providers deploy NAT and support many customers behind a single IP address to deal with IP address depletion or the small allocation they may have. If someone in my clan was local to me and using the same ISP - there is a chance that they would get the same IP as me eventually - this would cause our GUIDs to be linked in the MPI.
