I need help with the hub

This is what I want:

 

I play alot on one Wolfenstein Enemy Territory server, sometimes when a player logs on there the console says: PBBans hub: Welcome PBBans streaming game admin: [player]

[player] = admin name.

How can you get that?

Do you run a server yourself?
