that is what has always been the rule as far as i am aware. anything different would have to be answered by another staffer why try to add it AFTER busting your ass to get it populated? might want to let your host know its employees are playing games off their servers and getting their IPs blacklisted. one was from US. one from France.... both in july 2011

there are many games that use PB, so, yes they do get inundated. after launch of a new game, they probably get tens of thousands wondering why they can't join a PB enabled server, after declining to install PunkBuster...

just add a small additional character this is mainly for administrative purposes and you are not obligated to use the tag ingame for example my community uses |GA| if it was taken i could use |GA|.
