Have you tried updating or reinstalling your pb? Also, can you list all the programs you are running when you get this error?(using task manager)

What is your antivirus software? Are you telling the full kick reason? (I'm thinking about a number at the end)

Let me see, you are complaining about cheaters, while you are globally banned by punkbuster? This has nothing to do with PBBans, you should play on PB protected server, better if they also stream to PBBans but obviously with a global guid ban you cant. If I'm right you are asking how is it possible that this player was playing eventhough there were a screenshots showing the in use hack on July 3rd, 12th and 16th. Mine is only half-baked knowledge but I think the situtation is like this: These screenshots were taken on these dates and was submitted, then as you can see on the same link this ban was added at: July 17, 2012 7:15 am, and the ban is based on the screenshots. From the ban being added he can't play on any PB protected server that streams to PBBans, however he can still play on PB protected servers not streaming because he is not globally banned by Evenbalance. Thats probably the reason you saw him playing today.

Receiving black PB screenshot can be caused by various things, most important its proof for nothing. One can be innocent and the other can use hacks and both can get the same result, black screenshot.
