That was the original plan, but the plan apparently changed at the last minute. While PC was an option during sign-ups, the FAQ now says, "Currently, we do not plan to launch a version of the beta for the PC version of Call of Duty: Black Ops." Generally, dedicated servers provide a smoother online experience and allow more players to join a match. Today at Gamescom Activision confirmed that Call of Duty: Modern Warfare 3 will have dedicated servers for the PC version.
