you did not say if you had managed to communicate with your vegas server.
What was the server response to pb_sv_ver

If you have the pbwebtool up and running all you have to do is enter the relevant commands into it (one line at a time)
I'm not too au fait with vegas rcon commands but I think you have to type in admin first .. if this is correct the commands would be
admin pb_sv_writecfg pbucon.use admin pb_sv_restart admin pb_sv_USessionLimit 2 admin pb_sv_uconadd 1 63.171.64.205 pbbhub pbbhub admin pb_sv_AutoUpdBan 1 admin pb_sv_task 50 3600 pb_sv_ver admin pb_sv_writecfg
you can do a bit of a test first to see if your communicating with your server ok.
type admin pb_sv_ver into the pbwebtool and see if the server responds.
If it does just enter the above commands one line at a time.

Can you link me to some information on how I can take screenshots and where I can access them on my computer? Also...how I can report things I do find. Thanks. Also, how do I know it's streaming? I mean, can I do a check within BF2cc to make sure it is streaming and if it stops what do I do?

It's normally no problem, if we have the registered forum names or better still forum idents :)
dliwehtfollac is quite unusual and was a breeze to find .. dark on the other hand is rather harder to locate.
Can you post his forum ident or exact forum username please.

The options open to you are:
Add the server to this account and request a change of clantag and team name.
Keep existing clantag and just add server via team account.
On a sidenote you have set up one way streaming ( pb_sv_uconadd 0 63.171.64.2005 pbbhub pbbhub ) this means that "live" banning is disabled and you will have to manually keep your pbbans.dat up to date.
For "live" banning the default pb_sv_uconadd 1 63.171.64.205 pbbhub pbbhub should be used and this will require a one time update of your pbbans.dat using the PBBans banlist generator, everything after that is auto.
